Nate Avery, an American, was in England to find Jacob Dixon, who, for several years, had been responsible for collecting tariffs on goods arriving from abroad as the deputy to the Collector to the Port of New York.  However, over the years, he had been skimming off the money he collected.  A few months ago, he suddenly gave notice and returned to his native England.  In the process, he ruined the name of an American hero, who lost everything he owned, as well as, his good name.  Now Nate is determined to find Dixon and the money, and then return both to America where Dixon would stand trial.  Having been told to make contact with the authorities in England before starting the mission, Nate was sure to see John Stafford, who he found to be eager to help him.
